"After reviewing various decisions and books, I have come to the conclusion that for one to successfully rely on the principle of legitimate expectation it must be demostrated that
(i) The representation underlying the expectation is clear and unambiguous,
(ii) the expectation is reasonable,
(iii)The representation was made by a decision maker
